DIY Question - Lighting - Ceiling lamp circular one which clings to roof with a glass dome & plastic cover?

The Plastic part clinging to Ceiling needs to release the glass cover, but it does not, any DIY trick

it is either a screw in which obviously means the glass dome needs to be turned ,or their is a small screw coloured the same as the plastic base you need to release.

let it cool down try when cold… plastic expands with heat.

I am assuming that you have undone any screws holding it on or found the lever.

Try tapping it lightly if it has stuck with dirt / heat.

some glass domes have threading you may need to turn it to get it to release.

If its one of those compact fluorescent fittings and the base is plastic as well as the retaining ring you may need to tap the retaining ring gently to break the airtight seal which can form.
